Request For Written Submissions National Health Insurance Bill [B11B - 2019]
The Chairperson for the Portfolio Committee on Health and Social Development, MPL S Tities, extends an invitation to members of the public and interested stakeholders to provide input, in the form of a written submission, on the Bill. The Bill can be accessed on the NCPL Official website.
The objective of the NHI Bill is to provide universal access to quality health care for all South Africans as enshrined in the Constitution. The Constitution recognizes healthcare as a fundamental human right. It states that “everyone has the right to have access to health care services… the state must take reasonable legislative and other measures, within its available resources, to achieve the progressive realization of these rights and no one may be refused emergency medical treatment.” The NHI Bill seeks to achieve this by ensuring that no one is deprived of the above mentioned rights because of their socio-economic status; one public health fund is created with adequate resources to plan for and effectively meet the health needs of the entire population, not just for a selected few; and the ultimate goal is to achieve Universal Health Coverage (UHC).

The Agricultural Products Standards Amendment Bill seeks to amend the Agricultural Product Standards Act, 1990, so as to insert definitions and substitute others; to provide for auditing of a product for management control systems; to make provision for the setting of tariffs by assignees on a cost-recovery basis; to make further provisions for the Minister to make regulations pertaining to audit and management control systems; and to provide for matters connected therewith.

The National Veld and Forest Fire Amendment Bill seeks to amend the National Veld and Forest Fire Act, 1998, so as to amend and insert certain definitions; to provide for the facilitation of the formation of fire protection associations by a municipality or a traditional council; to compel a municipality, state-owned enterprise, public entity or other organ of state which owns land to join the fire protection associations; to extend the powers of entry, search, seizure and arrest to peace officers and traditional leaders; to amend the title of the Act to the National Veldfire Act; and to provide for matter connected therewith.

Request For Written Inputs Housing Consumer Protection Bill [B10-2021]
The Chairperson for the Portfolio Committee on Cooperative Governance, Human Settlement and Traditional Affairs (COGHSTA), MPL L Koloi, invites members of the public and all interested stakeholders to give input, in the form of a written submissions, on the said Bill.
The Housing Consumer Protection Bill seeks to provide for the protection of housing consumers; to provide for the continuance of the National Home Builders Registration Council as the National Home Building Regulatory Council; to provide for the registration of homebuilders; to provide for the enrolment of homes in order to be covered by the home warranty fund; to provide for the regulation of the conduct of homebuilders; to provide for the continuance of the home warranty fund; to provide for claims against the fund; to provide for the funds of the Council and for the management of those funds; to provide for procurement and contractual matters in relation to the building of a home; to provide for the enforcement of this Act; to repeal the Housing Consumers Protection Measures Act, 1998; and to provide for matters connected therewith.

Fund-Raising Amendment Bill [B 29b—2020]
Request For Written Submission On The Fund-Raising Amendment Bill [B 29b-2020]
The Portfolio Committee on Health and Social Development request members of public and interested stakeholders to submit written submission on the Bill.
The Fund-Raising Amendment Bill seeks to amend the Fund-raising Act, 1978, so as to amend certain definitions; to effect certain textual amendments to provide greater clarity; to provide for the discontinuation of certain funds and for the dissolution of any boards responsible for those funds; to establish the Disaster Relief and National Social Development Fund and to transfer any amounts remaining in the discontinued funds to the Disaster Relief and National Social Development Fund; to empower the Minister to make regulations in respect of the financial year of a fund; and to provide for matters connected therewith.
